Emilianus Yakob Sese Tolo (Emil) is a staff member of Politeknik St. Wilhelmus Boawae in Flores, East Nusa Tenggara (NTT). As a New Mandala Indonesia Fellow, he is writing about development challenges in Eastern Indonesia during the 2019 elections.

Emil majored in Philosophy as an undergraduate at the Catholic Institute of Philosophy Ledalero, Maumere, Flores, and obtained a Masters in Public Administration at Universitas Gadjah Mada and a Masters in Development Studies at the University of Melbourne. His research interests include decentralisation, agrarian change, and migration.
